Gastkommentar. Der Staatschef ist gerade dabei, ein totales
Machtmonopol in der Ukraine zu errichten. Das Nachsehen werden die Oligarchen
haben.
Die Zypern-Krise traf nicht nur
russische „Kapitalexporteure“; betroffen sind auch ukrainische
Steuerflüchtlinge. Allerdings gehört die Firma DTEK des reichsten der
ukrainischen Oligarchen, Rinat Achmetov, zu jenen 132 Gesellschaften, die (laut
griechischer Sonntagszeitung „Proto Thema“) dank Insider-Kenntnis der
Bedingungen des EU-Hilfspakets ihre Einlagen vor der konfiskatorischen
Sondersteuer retten konnten.
Vor dem Kollaps seines Bankensystems war Zypern größter
„ausländischer“ Investor in der Ukraine: Ukrainische Geschäftsleute brachten
ihr Kapital auf Zypern (vor staatlichen Zugriffen) in Sicherheit und
reinvestierten es bedarfsweise in ihrer Heimat.
Seit der Machtübernahme von Präsident Viktor
Janukowitsch im Februar 2010 existierte eine „oligarchische Balance“ im
Regierungsapparat. Sie wurde nach der Parlamentswahl vom Oktober 2012 durch ein
System persönlicher Loyalitäten abgelöst. Janukowitsch regiert nun mit einem
Ministerkabinett ihm persönlich nahestehender Personen, zu denen vor allem
Freunde seines ältesten Sohnes Oleksandr („Sascha“) gehören, die sich als
„Jungreformer“ verstehen.
Neuer Clan: „Saschas Freunde“
„Saschas Freunde“ bilden den Nukleus eines neuen
oligarchischen „Clans“, für den sich die Bezeichnung „Familie“ eingebürgert
hat. Zwar bleibt Mykola Azarov Premier, doch stellte Janukowitsch ihm einen
„Freund“ seines Sohnes als ersten stellvertretenden Premier zur Seite: Serhij
Arbuzov, bis dato Vorsitzender der Zentralbank.
Noch teilen sich die Angehörigen der „Familie“ die Macht
mit den Statthaltern von Rinat Achmetov in der Regierung. Allerdings scheint
der einstige Patron von Janukowitsch als Geschäftspartner der „Familie“ bei der
Privatisierung staatlicher Betriebe mit im Boot zu sein. Unter den vielen
dubiosen Figuren im neuen Ministerkabinett sind zwei besonders beachtenswert:
Eduard Stawizkij, bis dato Umweltminister, löste Jurij Bojko als Energieminister
ab. Bojko, der die Interessen der „Gas-Lobby“ des Oligarchen Dmitro Firtasch
vertritt, avancierte zum stellvertretenden Premier. Bojko ist vermutlich der
„Familie“ geschäftlich verbunden.
Der neue Energieminister Stawizkij soll in Janukowitschs
zweiter Amtszeit als Premier (2007) der zentrale Akteur bei der dubiosen
Privatisierung von „Meschyhirja“ gewesen sein, einem 140 Hektar großen Anwesen
nördlich von Kiew, das sich – über eine Kette von Offshore-Gesellschaften – im
Besitz von Janukowitsch befindet. Janukowitsch ließ das dortige ehemalige
Gästehaus des ZK der KP der Ukraine auf Kosten des Staates in eine luxuriöse
Residenz („Klein-Versailles“) umbauen.
Wie alle prominenten ukrainischen Politiker, die nicht
als Eigentümer von Immobilien identifiziert werden wollen, versteckte
Janukowitsch seinen Besitz hinter Strohfirmen im Ausland. Bei der
Verschleierung der Aneignung dieser staatlichen Immobilie spielte die in Kiew
registrierte Firma Technopromservis eine Rolle. Mitbegründerin dieser
ukrainischen Firma ist die britische Firma Navimex Ventures Ltd., deren
Miteigentümerin wiederum die notorische zypriotische Firma Fynel Ltd. ist.
Der investigative Journalist Serhij Leschtschenko deckte
die Verbindungen zwischen der „im Interesse von anonymen Kunden“ gegründeten
und in Österreich registrierten Euro East Beteiligungsgesellschaft mbH und der
Firma Management Assets Corporation (MAKO) von Oleksandr Janukowitsch auf. Die
aufgezeigten Verbindungen würden illegale Machenschaften nicht beweisen,
kommentierte er vorsichtig. Sie bewiesen nur, dass ukrainische Politiker (und
Beamte) Dienste von Leuten in Anspruch nehmen, die zu Reichtum gekommenen
Leuten in der früheren UdSSR dabei helfen, Vermögen zu verstecken, und Steuern
zu hinterziehen.
Kontrolle über Staatsfinanzen
Mit seiner „Kaderpolitik“ hat Janukowitsch der „Familie“
die Kontrolle über die staatlichen Finanzen und über die „staatliche“
Sicherheit verschafft. Zur „Familie“ gehören Innenminister Vitalij
Zachartschenko und der neue Chef des inländischen Geheimdienstes, Oleksandr
Jakimenko. Mit „Saschas Freund“ Klimenko an der Spitze des Ministeriums für
Steuern und sonstige Abgaben kontrolliert die „Familie“ den größten Teil des
Flusses staatlicher Einnahmen.
Und mit Jurij Kolobov als Finanzminister und Ihor Sorkin
als Gouverneur der Zentralbank bestimmen zwei weitere Angehörige der „Familie“
die Haushalts- und Währungspolitik des Landes.
Nach seinem Amtsantritt als Präsident hatte Janukowitsch
alle „oligarchischen Clans“, die seinen Wahlkampf finanziell und medial
unterstützt hatten, ausgewogen mit Pfründen versorgt. Doch nun drängt
Janukowitsch selbst in den Kreis der Oligarchen.
Das Dilemma der Oligarchen
Während der frühere Präsident Leonid Kutschma in
neo-feudaler Manier den Oligarchen gegen Loyalität und Finanzierung seiner
Wahlkämpfe die Lizenz zur Privatisierung staatlicher Unternehmen erteilte,
fordert Janukowitsch von ihnen für privilegierte Privatisierung einen Anteil
für die „Familie“; die Oligarchen müssen nun teilen.
Da die ukrainische Wirtschaft nicht wachse, ausländische
Investitionen ausblieben, und das Land über keine (erschlossenen) natürlichen
Ressourcen verfüge, sei Reichtumsvermehrung nur auf Kosten der Oligarchen
möglich – und zwar durch kriminelle Unternehmensübernahmen, argumentiert der
Ukraine-Kenner Taras Kuzio. Unternehmer klagten, der Präsidentensohn verdränge
sie, berichtet der schwedische Wirtschaftswissenschaftler und Ukraine-Experte
Anders Åslund.
Die Oligarchen sehen sich heute mit einem Dilemma
konfrontiert: Einerseits können sie eine Rückkehr der heutigen Opposition,
namentlich Julija Timoschenkos, an die Macht nicht wünschen. Andererseits
gefährdet Janukowitschs Verbleib an der Macht ihre Interessen. Denn die
„Familie“ greift nach ihrem Vermögen.
Mittel zur Erpressung
Gefahr drohe dem Regime Janukowitsch deshalb nicht von
„der Straße“, nicht von einem Aufstand der Bevölkerung, meint Åslund, fürchten
müsse der Staatschef vielmehr die Oligarchen. Gegen sie – viel mehr als gegen
„das Volk“ – richte sich die Unterwerfung der bewaffneten Organe und der
Finanzinstitutionen des Staates unter seine persönliche Kontrolle.
Mit allen Finanzbehörden des Staates in der Hand seiner
„Familie“ hat Janukowitsch die Mittel zur Verfügung, um die Oligarchen zu
erpressen. Mit allen staatlichen „Gewaltorganen“ unter seinem Kommando kann er
seinen Ansprüchen an die Oligarchen den nötigen Nachdruck verleihen.
Ihr
Interesse aber, zu verhindern, dass Janukowitsch und seine „Familie“ ein
totales Machtmonopol in der Ukraine errichten können, macht die verfemten
Oligarchen vor der nächsten Präsidentschaftswahl 2015 zu potenziellen

The ratio of women to men can be ten to one, or 'about as close to
paradise as you get,' according to a balding Home Counties civil servant on his
first visit to Ukraine .
Welcome to the mail-order bride industry in
the old Soviet Union , aimed heavily at British
and American men who have failed to find love at home.
'A lot of the blokes here think we've died
and gone to heaven,' said the tubby 47 year old who works for a Home Office
agency as he eyed a gaggle of revealingly dressed young women who would not
have seemed out of place on a Parisian catwalk.
Typically men pay between £1,500 and £3,000 to visit several former
Soviet cities on tours which are 'designed so that all you have to concern
yourself with is meeting as many women as possible.'
Many of the scenes in our pictures are from
a 'Romance Tour' to the Ukrainian capital of Kiev
but such images are repeated across the old Soviet empire from Volgograd to Veliky
Novgorod.
And if Ukraine is known for its basket case
economy, the dating market - critics prefer the term 'cattle market' -
appears to be thriving, eased in part by far easier visa rules than to Russia,
and a number of other former states in the fallen USSR.
Yet as we will see, a strong
backlash is on the way after bloggers posted these and similar images online,
leading to readers posing such awkward questions as: 'What does it say about
our countries that our women are offered like this to such men, some of them
looking like degenerate grandfathers' and 'How can our women humiliate
themselves in such a way?'
The men are promised that, at 'Socials' as
in the pictures here, they will be in the company of 'sincere, young, beautiful
women who believe in family values'.
They are feverishly told to expect to meet
'more beautiful women in 11 days than you will in five years'.
At these occasions, typically some
15 to 25 men will be introduced to 150 to 250 women, often having to
communicate via an interpreter. Many of the men are often double the age, or
more, of the women.
To ease things along both sexes carry large
name tags on their lapels. The women are also numbered - 'like in a slave
market', as one blog comment put it.
'Our clients date up to five ladies per
day,' boasts the website of 'A Foreign Affair', which offers single Western men
tours to a number of locations including Russia
and Ukraine .
'The Kiev Romance Tour offers you the unique
opportunity to visit one of the most historic cities in all of the former
Soviet Union, while at the same time meet thousands of beautiful Ukrainian
women,' it states.
'Our Kiev Romance Tours provide you with an
extremely effective means to meet as many women as possible so you can find
that special one.'
Often such tours include one or two other
cities as Western men scour eastern Europe for their perfect match. These can
be provincial cities where the standard of living is lower and, say critics,
'our women maybe more likely to fall for a foreigner, however unsuitable he may
be'.
As one site says about the backwater of Poltava : 'Both the city
and the women are enjoyable.
'Poltava
has contributed some of the best Socials our company has ever had the privilege
to host.
Beautiful Poltava women with their relaxed
an easy-going, smaller city attitude help to make our stay one of the most
enjoyable two days on any of our exciting single tours.'
The civil servant - like many on
such trips he is is keen on retaining his anonymity - told me: 'I've got a
failed marriage behind me and several subsequent relationships did not work
out.
'I want a traditional wife and a lot of the
other men out here with me say the same.
'At home, our women have been brought up to
be independent, live their own lives, and not care for their men in the way our
mothers used to.
'Well, that's fine but I want someone who is
a traditional housewife. If we have kids, she stays at home looking after them.
Is that so wrong?'
He was attracted
to pay for his tour by hearing that Russian and Ukrainian women 'are not
polluted by all this feminist stuff', he said, before continuing his search for
his dream woman.
This is a frequent theme by men at such events.
'I want an old-fashioned girl brought up in a strict
family,' admitted Jim DiGregorio, then 68, from Arizona , in a report on the bride searching
phenomenon in eastern Europe by Sky News in 2011.
'She should come from a family where maybe
Papa was in charge so she's used to a man being in charge. I prefer to be
captain of my ship.'
His aim in signing up with another agency,
AnastasiaDate.com, was to find a woman as much as a third of his age and he had
flown halfway around the world because the women here are 'traditional and
sexy'. He is far from alone in such aims.
When one Russian blog posted pictures from such dating
sessions, hundreds of angry comments, many unprintable, poured in.
'She sold herself for Coca-Cola,'
said one.
'This is a parade of geriatrics,' said
another. 'What are these women doing with these old men?'
The web went into overdrive as the pictures
were reposted.
One comment from a woman called Nadia under
a picture of a large American man and a young, slim woman said: 'How much must
you like money to go with THAT?!'
A reply came back: 'Yes, and imagine him
getting undressed and letting his tummy go... sorry must stop, I need to
vomit.'
Another reply read: 'How desperate must our
country be to have its young and beautiful women leaving like that?'
'So sad. They are prostitutes, aren't they, this is what it is
really called.'
'Yes, but when you've got a choice of local
men abusing alcohol and beating their wives, not wanting to look after
children, not wanting to work... these girls will be better off with their
elderly foreigners'.
Galyna, 23, who has attended several such
sessions in Kiev ,
said: 'Personally, I went and looked.
The format is quite demeaning - well-off men
from the West and poor Ukrainian and Russian girls. Loads more women than men.
'We were expected to parade for them, as
well as talk to them.'
At some sessions, the women pose in bikinis,
at others they walk balancing a weight on their heads seemingly to show off
their figures.
'Yes, I am looking for a foreign partner
because I want stability in my life. Here, domestic violence is bad, our men
drink themselves stupid, and the divorce rate is bad.
'I think I'm worth more than that. If it means an older partner from
abroad, who really wants to share his life, then I'm ready for this even though
it breaks my heart to leave my homeland.
'I can see other girls who are after money
from this by hooking a rich foreigner.
'As one told me: 'There's no fool like an
old fool. I'll grab what I can from him'.'
But marriage agency owner Tatiana Tasueva
from Moscow
said: 'If the girl is young and pretty why shouldn't she sell herself and make
a profit? If she is beautiful why should she be poor?'
One Russian agency has called for curbs on
such tours while a spokeswoman for Ukrainian women's rights group La Strada
said today: 'Such 'dating parties' are are a form of discrimination against
women and such things often lead to the prospering problems we are trying to
fight, namely domestic violence and the trafficking of women.
'When a woman has only limited chances of a
professional career, and is paid 30 per cent less then men, as is the case with
us, she is superficially attracted by offers to try and make a career out of
family life.'
She stressed: 'We can't call such 'parties'
a good thing. They often end with problems for women, who go to an unknown
country, not speaking the language, and knowing nothing about her rights.
'Taking part in such 'Socials'
is not necessarily a rational decision for a woman.
'Often they have lacked love and happiness
in their lives, and are happy to get any kind of male attention. Marriage
agencies often exploit this knowledge and prosper, creating a good platform for
women trafficking.'
Another expert at the group, Ekaterina
Cherepakha, director of social programmes, said: 'The desire of some women to
marry a foreigner and go to live in another country is very understandable.
'Some find their way to foreign bridegrooms
online, others turn to marriage agencies. Is it good or bad for Ukrainian
women? In certain circumstances it can be good.
'But the point is that such agencies and
websites may serve a different purpose as a cover for trade or trafficking in
women or their exploitation.
'Sometimes when a woman wants to go and live
abroad she has very little idea about the lifestyle in the country she goes to.
'Nor about her rights, or
getting residence permits, or what happens in a divorce or how to keep her
children after a marriage break-up.
'Potential brides do not even think about
possible difficulties and even dangers they can face.
'And recruiters often use all this. When
some agencies and recruiters promise she will meet and marry a wealthy man,
no-one checks his marital status, mental health, crime record and all the other
things.
'It can all end in violence.
'So when a woman seeks help from such
agencies she must seriously consider all the possible consequences and
especially the risks.'
Against this, the agencies named here claim
to be thoroughly respectable and to have had a high rate of success in their clients
forging long lasting relationships and marriage with women in Ukraine , Russia and other countries.

How Ukraine falls between political, economic and linguistic camps
FOR anyone writing about Ukraine, language is always a problem. Not the Ukrainian that is favoured in the west of the country, nor the Russian that is still spoken in the east, but the language used to describe the country’s politics. The usual terms simply do not apply.
With Viktor Yanukovych, a thuggish president, in charge and his arch-rival, Yulia Tymoshenko, in jail, Ukraine is clearly not a democracy. But it is not a dictatorship either. Political power is a means of enrichment rather than governance. Street protests are scarce not because of fear of repression but because Ukraine is increasingly atomised. Opposition politicians are an extension of the business groups they claim to fight. Rules are flexible, allegiances fluid and the idea of an elite—a class of people responsible for the country—is almost meaningless. Oligarchs treat Ukraine as a cash cow. Graft is so rife that it is hard to see how any money at all is left in the budget. In the words of one foreign observer, Ukraine “resembles a car in a fog with no light and no map.” Surprisingly, it is still running.
But it is not following any particular route. With Russia pressing Ukraine to join the Eurasian Union and the European Union still trying to lure Ukraine into an association and free-trade agreement, Mr Yanukovych’s choice seems to be to do neither—justifying Ukraine’s name, meaning “borderland”. At a recent summit, the EU told Mr Yanukovych to take genuine steps towards political reform and to stop persecuting his political opponents if he wanted a deal. Yet within days, Ms Tymoshenko’s principal lawyer, Sergei Vlasenko, had been kicked out of parliament and charged with car theft and robbery. A few weeks earlier, asked at a press conference about the risk of being arrested, Mr Vlasenko showed a middle finger to Mr Yanukovych. Mr Yanukovych seems to have responded in kind, to the disbelief of many Western ambassadors.
Yet Mr Yanukovych is hardly more accommodating towards Russia. After Vladimir Putin, Russia’s president, angrily lectured him about the benefits of the Eurasian Union, including cheaper gas, Ukraine started to buy gas from Hungary to reduce its dependence on Gazprom, Russia’s state-controlled gas giant. Gazprom accused Ukraine of scheming.
Yulia Mostovaya, editor of Zerkalo Nedeli, an independent weekly, says that Mr Yanukovych’s idea of Ukraine’s sovereignty is based not on a sense of nationhood but on a firm belief that “Ukraine can only be pillaged by the Ukrainians”. Over the years Ukrainian officials have done a fine job. The most blatant example is in public procurement. In 2010, under pressure from Western governments, Ukraine adopted a new procurement law to close many loopholes. “We saw this as our major feat”, says a Western diplomat. “Since then, this law has undergone some 28 amendments,” he adds, sighing. The number of procurement contracts awarded without open tenders has gone up.
According to the Ukrainian edition of Forbes, companies linked to ten beneficiaries win 60% of all contracts. The leader of the Forbes list is Alexander Yanukovych, the president’s elder son. (He disputes the truthfulness and methodology of the Forbes’ ratings.) Most observers say that “the family”, a network linked to Mr Yanukovych’s family, has been expanding its influence, irking some of the older established oligarchs.
The power of the “family” is rivalled by at least two other groups. The first is led by Rinat Akhmetov, Ukraine’s richest tycoon and one of the world’s biggest steel producers. The second comprises Dmitry Firtash, a gas trader, and Sergei Levochkin, his junior partner, who is also Mr Yanukovych’s chief of staff. Mr Levochkin recently emerged as a 20% owner of the country’s largest private television channel, Inter, after a third partner, Valery Khoroshkovsky, a former security-service head, sold his stake and left Ukraine. He seems to have overreached. Rivalry is rife not just between clans but within them as well, and loyalties are flexible. To hedge their bets, each Ukrainian oligarch supports a spectrum of politicians, providing a degree of pluralism in the system.
Politically Mr Yanukovych is not as strong as he seems. In last October’s parliamentary elections, his Party of Regions got only 30%, despite using every dirty trick in the book. “The election was not fair, but the result was a loss for Yanukovych,” one Western observer says. His rivals, including Ms Tymoshenko’s block, reinforced by Arseny Yatseniuk, a former speaker of parliament, Udar (Punch), a party led by Vitaly Klichko, a heavyweight world boxing champion, and Svoboda, a party of right-wing nationalists, jointly got over 50% of the vote. Had it not been for Mr Yanukovych’s tinkering with the electoral code, he could have been out of power.
His defeat was most striking in Kyjiv where the ruling party got under 13% of the vote. The prospect of winning mayoral elections and thus creating a political platform for beating Mr Yanukovych in the 2015 elections energised Mr Yanukovych’s rivals. On April 2nd some 4,000 marched to the Rada to demand a mayoral election in Kiev in June. This was a far cry from the Orange protesters who swept across Kyjiv, in 2004 to deprive Mr Yanukovych of his rigged victory in the presidential election over Viktor Yushchenko. The disappointment in the result of the Orange revolution makes its repeat less likely. But Ukrainians are coming to realise that their future depends not on the colour schemes of its politicians but on rules and institutions that can be described in normal language.
